Fukushima children to receive radiation meters (AP)

TOKYO ? Radiation meters will be distributed to about 34,000 children living in the largest city near the tsunami-damaged Fukushima Dai-ichi nuclear plant to monitor their exposure levels, a city official said Tuesday.

The decision to hand out the meters comes amid growing concern over the safety of children as the nuclear crisis at the Fukushima plant drags on, posing potential long-term health risks.

The devices, called dosimeters, will be distributed in September to children between the ages of four and 15 living in Fukushima city, which has recorded relatively high radiation levels since a massive March 11 earthquake and tsunami severely damaged the nuclear plant.

Dosimeters have already been supplied to area schools but not to each student, according to city official Koichi Kato. Other towns in the area have begun similar measures, but Fukushima's plan is the largest to date.

"We intend to continue the program for about three months," Kato said. "We are still considering whether to expand it further to include other residents."

Fukushima city, where about 300,000 people live, is 45 miles (60 kilometers) from the nuclear facility.

The government has established a 12-mile (20-kilometer) "no-go" zone around the plant, and a further 6-mile (10-kilometer) ring outside of that in which residents ? particularly pregnant women and children ? have been instructed to take special precautions and be prepared to evacuate.

Some 80,000 people have been forced from their homes by the crisis, leaving nearby towns almost completely empty. Many children from those towns are now going to classes in or around Fukushima city.

Because Fukushima city is outside the area that has been officially designated as too dangerous to live in, schools, businesses and government offices continue to operate as usual.

But health concerns remain high in Fukushima despite government assurances that exposure levels appear to be within acceptable limits.

Children are particularly vulnerable to the effects of radiation, so parents and some private groups have demanded stronger measures to protect them.

Schools have responded by limiting the amount of time children are allowed to play outside or in swimming pools, and many extracurricular sports programs have been moved into covered gymnasiums.

Still, the Fukushima plan is seen as insufficient by several groups leading a petition campaign to lower the acceptable exposure level for children from 20 millisieverts per year ? the same level as adults ? to 1 millisievert per year.

Twenty millisieverts of radiation is roughly equivalent to the exposure a person would receive from an X-ray.

"The meters don't protect children from radiation, they simply measure exposure after a certain amount of time," said Aileen Mioko Smith of Green Action, a private group involved in the petition. "Children should be moved out of areas where radiation levels are high, not used as guinea pigs."

House Republicans Sign Letter Asking Obama Not to Use Autopen to Approve Legislation (ContributorNetwork)

Almost a month after an autopen was used to sign an extension of the Patriot Act into law for President Barack Obama, House Republicans are raising objections to the practice of using facsimiles of the presidential signature instead of the real thing. They have now requested that Obama re-sign the law by his own hand.

Obama reportedly sanctioned the use of the autopen to avoid passing the midnight deadline of the original Patriot Act on May 27, after unexpected delays left him with only a few minutes to approve the law or have the act expire. Traditionally, presidents have now and then had a particular piece of legislation flown to them wherever they were for their official signature. It marks the first time in U.S. government history that an autopen has been used to sign actual legislation rather than being consigned to its usual routine of miming the president's signature for letters and photographs.

Autopens have been in use by the government and various corporate entities for decades. All the presidents since at least Ronald Reagan have been confirmed as having used the device during their terms in office, although the specific instances of the use of an autopen are usually kept rather quiet to preserve the idea of connectivity between a president and their constituents.

The move to use an autopen to sign legislation is turning out to be a controversial one. More than 20 House Republicans have now signed a letter to the president requesting that he re-sign the legislation, citing the necessity of strictly adhering to the statutes of the U.S. Constitution. The controversy surrounds one passage of the Constitution in particular, Article I, Section 7. That section mandates that "If he approves, he shall sign it, but if not, he shall return it."

For their part, the administration is pointing to a 2005 opinion from the Office of Legal Counsel, during President George W. Bush's second term in office. That document concluded that the use of an autopen would not violate the Constitution. As such, White House spokespeople have stated that using that legal opinion, President Obama did not feel it was necessary to re-sign the law.

It is important to develop an estate plan. Most people understand that having a will is vital to ensure that their assets are passed on to their intended heirs. They do not always realize, however, that a comprehensive estate plan should also include an Advanced Health Care Directive, also called a living will, and a General Durable Power of Attorney. In addition, Revocable Living Trusts and Testamentary Trusts are also useful tools when it comes to estate planning.

Benefits of Creating a Trust

A trust is a legal document that creates an entity that can receive property and administer that property in accordance with its terms. For example, if you are leaving money to a minor, you can put it into a trust for when that person reaches a legal age and has the maturity to handle the money. Someone will be named Trustee of that trust to manage the money on behalf of the person the money was left to.

?

Trusts can be used to shelter assets from creditors and ex-spouses as well as to provide for young or less responsible beneficiaries to enjoy the benefits of your gifts without being able to frivolously spend the money. But that?s not all ? they can also be useful in avoiding probate fees and in distributing assets outside of the probate process. That keeps the information out of the public view for people who are concerned about keeping their financial matters private.

Types of Trusts

Trusts can either be Revocable or Irrevocable Living Trusts, or Testamentary Trusts provided in a person?s will. A Revocable Trust is a trust that can be changed during the lifetime of the creator of the trust. That can obviously offer some flexibility in one?s ability to change the trust document. Once that person dies, thought, the Revocable Trust reverts to being an Irrevocable Trust, which cannot be changed. Irrevocable Trusts can also be set up initially in certain circumstances, most often to qualify for government benefits. A Testamentary Trust is simply a trust that is created by a person?s will.

In addition to Living and Testamentary Trusts, you may also hear a lot about Spendthrift Trusts. A Spendthrift Trust is one you would set up for a person who is not responsible for whatever reason. The idea is that you are leaving the money to a specific person for his benefit, but someone else controls the money for him. That person is called the Trustee. The Trustee decides what money to give to the beneficiary, how much, when, and for what purposes.

While trusts can be very useful in protecting assets from creditors or people who are not responsible with their money, they are not for everyone. I recommend that you consult with an attorney to determine whether a trust is suitable for your specific situation. Trusts can add a level of complexity to a situation, and they can also create certain transactional costs, such as the filing of separate tax returns and the administration of property by someone other than the person creating the trust.

Former Thai sex tycoon vies to become lawmaker (AP)

BANGKOK ? As the super-pimp who once ran Thailand's biggest brothel empire and then exposed the police kickbacks he had to pay for it to flourish, Chuvit Kamolvisit feels uniquely qualified to lead the country's fight against corruption.

And in his quest to win a parliament seat in elections Sunday, the 49-year-old one-time massage parlor king is betting a public tired of divisive, hypocritical leaders will agree.

Politicians "are like diapers ? you have to change them," Chuvit told The Associated Press in an interview, referring to a campaign poster that features him cradling a toddler. "Otherwise it's too dirty."

Chuvit's bid to become a lawmaker is no joke. He first won a national assembly seat back in 2005, only to be disqualified the following year because he had not been a member of his party long enough before the poll.

He's also run for Bangkok governor twice, coming in a distant third both times. His last campaign nose-dived after he punched a newscaster in the face for asking questions he didn't like ? then kicked him when he fell to the ground.

"When I got into politics, I didn't know that it's too dirty for me ? even me," Chuvit said ruefully.

"Maybe I'm stupid for jumping into it," he added. "I pray someday I can stop. It's like you are gambling ... you know you're gonna lose all the money but you keep" playing anyway.

If elected, Chuvit has vowed not to join any ruling coalition. Instead, he would stand alone as an independent outsider regardless of the outcome ? a one-man, anti-corruption reality check on government.

With the air and swagger of a mafia don, the stocky, mustachioed Chuvit plays the part of former sex boss well. Since selling off his brothels, he has become a kind of pimp-turned-Robin Hood ? exploiting his own sordid past to legitimize his crusade against graft.

It all began in 2003, when he was accused of the unauthorized, overnight demolition of scores of unlicensed bars and shops from a downtown Bangkok block he owned. The brutal move erupted into a major public scandal, and when the police failed to protect him, Chuvit fought back by exposing the behemoth bribes he had to pay to keep his mighty empire of flesh running.

Confirming that open secret turned him into an unlikely folk hero among Bangkok residents, eclipsing the demolition itself and underscoring public revulsion against official corruption. The Nation newspaper declared him "Person of the Year."

Eight years on, he said, corruption is still "eating this country and nobody cares." He admits there's not much he can do about it, but whoever listens will "hear the truth ... the street truth."

Prostitution is illegal in Thailand but rarely prosecuted. Chuvit's massage parlors were thinly disguised brothels, and he doesn't see anything wrong with them ? except the payoffs police demanded ($300,000 a month, he claims, not to mention the Rolex watches and free services thrown in on top).

Chalidaporn Songsamphan, who teaches political science at Thammasat University, said Chuvit "might appear to be a clown, but he's very serious about politics."

"He's been able to touch the hearts of people in Bangkok because he's straightforward," she said. "He speaks the language of many in the middle class who are not happy with the Thai leadership, and they view him as a real alternative."

Chuvit's campaign trail has taken him all over the country, and last week it led to electoral ground in the capital no other candidate has dared touch: one of the city's sleaziest red-light districts.

"I'm not asking for much," Chuvit called out as he wandered through neon-lit alleyways of Patpong, where go-go girls waved excitedly from heaving barroom doorways. "If you are a family of 10, just give me five votes!"

Patpong, he said, is symbolic of the nation's hypocrisy: A part of society "which everybody outside Thailand knows ? but no one (here) accepts."

"No one accepts even that they have sex in Thailand, that they have a sex business," he said, shaking his head. "The Thai people always, you know, they always smile as you can see, but they never talk the truth."

That's why one campaign poster shows a smiling, tie-sporting Chuvit proudly shaking the paw of his four-year-old white bull terrier, Moto Moto. Honesty, trustworthiness ? "Why they have that in the dog," he asked, "and you don't have that in the politics?"

Chuvit clearly relishes the role of maverick. He may be the only candidate to have tweeted a photo of himself "planking" ? the Internet craze in which people lie face down in a public place and upload it online.

His Rak Thailand ("Love Thailand") party has erected hundreds of placards in English so the rest of the world "can know what is happening" here. The signs say simply: "Against Corruption."

Chuvit spent several years in the U.S while in his 20s, attending a string of colleges but graduating from none. Still, he garnered an appreciation of American-style capitalism, and a penchant for outspokenness.

After returning home, he made a fortune during a late 1980s real estate boom. When a client took him to an upscale massage parlor, he had an epiphany. "I said `Oh wow, it's good!' It's like a Hugh Hefner: You know, surrounded by the beautiful girls, making money."

In his heyday, Chuvit commanded half a dozen jacuzzi-filled pleasure palaces ? Victoria's Secret, Honolulu Love Boat, Copa Cobana ? employing more than 1,000 women who lined up behind huge glass "fishbowls" with numbers pinned on skimpy dresses for customers to choose.

He sold his slice of the sex business years ago, and says he's done with it for good. But when people ask about his former life, "I say yes ... I should go back to the massage parlors," he sighed. "Because that was better ? cleaner than politics."

In politics you have to "look smart, talk smart, but it's not good," Chuvit said. "This is real life, and the people in real life look like me."

NEW YORKAlicia Keys famously sang about the "spirit of New York" on her hit song with Jay-Z, "Empire State of Mind." Now the New York native is part of an exhibit with that name at Madame Tussauds in Times Square, and she couldn't be prouder to have her wax figure stand alongside those of Regis Philbin, Woody Allen and Frank Sinatra.

"I actually think it's really, really good!" she raved to MTV News about the likeness. "I was looking close up: It's like my eyebrows are for real, and it's like my eyes are for real, and the bone structure of my chin, like, 'Look, that's my chin! That's my jaw!'

"It's incredible. It's really incredible, and I think it's so cool to be a part of the New York City part of the exhibit," she added. "I was born and raised here, this is my home, so it's so perfect."

It's a particularly big day for Keys, as it was just announced she's producing the Broadway play "Stick Fly." Keys said she can't believe she has her hand in something that will be playing on the Great White Way.

"The piece is really about this beautiful African-American family in Martha's Vineyard, and it is so deep," she said of the play by Lydia R. Diamond. "It's about all the secrets that families have, and it's funny. What I love about it is it bypasses everything, and it's all about family."

The singer, who is celebrating the 10-year anniversary of her breakout album Songs in A Minor, says that, as a New Yorker, getting on Broadway is living the dream. "Broadway is something that's played an integral part in my life. It's been something that I've experienced my whole life," she said. "I've always wanted to be a part of it. You haven't seen this family before on Broadway. It's universal and at the same time unique."

Might A Shake-Up In Olympics Coverage Fix A Badly Broken System?

Bidding on TV broadcast rights for the 2014 and 2016 Olympics will take place Tuesday in Lausanne, Switzerland, and there seems to be a decent chance that NBC ? working without longtime NBC sports chief Dick Ebersol, who recently resigned after failing to reach terms with the leadership that came in when Comcast took over ? won't be the winner, for the first time since CBS carried the Winter Games in 1998.

As this piece in Ad Week explains today, the most likely fit for the 2014 and 2016 games might be the ESPN/ABC/Disney operation, though Fox is also in the mix. According to a report in yesterday's New York Times, both Fox and ESPN have vowed to end one of NBC's most complained-about Olympics practices: the tape delay.

During the 2010 Winter Olympics, we discussed the problems that tape delays present in an instant-communication world: NBC would sit on the tape of, say, a ski race for six or eight hours in order to air it in prime time, during which time anyone who wanted to see it with any kind of suspense in place had to avoid any media outlets that might report it. Meanwhile, any media outlets that wanted to report the results ? which are, after all, a legitimate news event ? had to step carefully with their own audiences essentially for the benefit of NBC's coverage, meaning one network's decision not to air something wound up creating big headaches for everyone else.

There are a number of reasons to be optimistic about, in particular, ESPN covering the Olympics. And make no mistake: if ABC/Disney/ESPN gets the bid, it will be branded as ESPN coverage, even when it's on ABC stations. As is explained in the new brick-like book about ESPN, Those Guys Have All The Fun, it didn't take long after ABC got hold of ESPN for the existing ABC Sports brand to essentially be snuffed out.

First, a sports brand is a better fit for the Olympics than an entertainment brand. Yes, NBC has sports, but the tape delays seemed to betray a prime-time-focused strategy that viewed sports as more similar to other prime-time shows than to other sports events (which no one would dream of not airing live).

Second, one of the key moments in ESPN's history was its early-rounds coverage of the NCAA basketball tournament. That coverage included moving around to a lot of different games depending on what was most interesting ? something not everybody was on board with at the time. That kind of "cover lots of things live and go to whatever's most compelling," particularly if it's complemented by multiple channels that provide fuller coverage of specific events for people who want that instead, could certainly be useful.

Finally, there's something to be said for disrupting what people have become accustomed to. Bob Costas doesn't actually have to cover the Olympics from a big chair by a fireplace ? there are potentially lots of ways you could approach Olympic coverage. Similarly, the mix of smooshy athlete profiles and actual sports is a programming decision, not a cultural imperative.

ESPN is not just a live broadcaster plus SportsCenter; it's also been making pushes into documentary storytelling, first with SportsCentury and more recently with the often outstanding 30 For 30 series. They can certainly handle the tendency of Olympic stories to turn into sweeping narratives.

The bidding could still go in a variety of different ways on Tuesday, but if a move to another network means that people won't be expected to watch headline-making sports events (1) not live and (2) at different times depending on what time zone they live in, it could be a very positive development.

Smart Mobile Working Since 1986

I?ve got a keen interest in smartphones and tablets. I think they?re just both so brilliant for what you can do with them. For instance, being able to store spreadsheets and important documents in the cloud and update them on my phone is just amazing, and being able to use custom apps on a device on the move can be an incredible time-saver.

The thing is though I?ve been doing both of these pretty much since 1986 and the concept really isn?t a new one at all.

Back then I was a huge fan of UK company Psion?s mobile computers, indeed I had a whole range of them. It started with the Organiser II, their second generation mobile device (though the first one that was genuinely useful) and moved on to the Series 3a, Series 3c and finally a Series 5.

Psion is the company that had already brought the world the first integrated office suite of Quill, Abacus, Archive and Easel for the ill-fated Sinclair QL business computer, just beating Apple?s Mac (though barely) and beating the equivalent on PC?s by a good year.

I thought I?d give you a quick tour of these devices (a trip down memory lane for some) and talk about why?Psion?s handhelds?were important and how they?re still influencing modern laptops and smartphones today.

Despite what some people might have you believe, the Palm Pilot was far from the first mobile computing device. By the time it launched in 1996, Psion had already been mass producing mobile computers for twelve years. The 1984?Organiser and the 1986 Organiser II, which many people still think of as the original model for the Hitchhiker?s Guide to the Galaxy in the BBC Television adaptation of the classic Douglas Adams novels, was a fantastic little machine.

It had two removable storage ports you could plug additional memory into, these were later wiped by removing a label over the chip and exposing them to ultra violet light for 30 minutes (I?ll bet you?ve never formatted a disk quite that way before!)

All of the software you would expect for a mobile computer was already there including a diary, contacts app, clock, alarms, calculator and the device was fully programmable. In fact there was quite an extensive user base who wrote custom apps, not just for the Organisers, but also for the Series 3 and Series 5 computers that followed them.

Three years still before the Palm Pilot was launched, Psion had moved to a clamshell design with full qwerty keyboard and larger screen. Their Series 3 handheld was an instant success and they could be seen being used by yuppies everywhere (I wasn?t a yuppie). Their programing language had evolved and was now even more powerful and flexible. ?A variant of Basic, it focused on database creation and query and the Series 3 soon became home to a wide range of third-party professional apps from medical and industrial information to education, science and more.

At this point Psion began to diverge into industrial handhelds, and they still operate in this market today. Before they finally abandoned the home handheld market though they launched the Series 5. This computer had an ingenuous folding clamshell design where the keyboard slipped outwards from the case to maximise the available space. This keyboard was completely revolutionary and, although Palm was clearly winning the handheld wars by this point, laptops for years to come would owe some of their design and ingenuity to the Series 5.

The Series 5 also sported a touch screen, the first Psion handheld to do so and, as it featured more power and yet more additions to it?s native programming language, saw just as many practical applications as its predecessor.

The operating system for the Series 5, EPOC, which was written from the ground up for this device, was later renamed Symbian and still exists to this day in Nokia smartphones. Psion entered a strategic alliance in 1998 with Nokia, Motorola and Ericsson to bring the mobile OS to a wider market. The project was inevitably doomed and eventually Nokia bought the OS outright for use on its mobile phones.

As if the company?s innovations weren?t good enough by this point, in 1999 they released a sub-notebook device called, you guessed it, the Netbook.? This pre-dated modern netbooks by almost a decade and while it wasn?t a huge success, was still popular in business sporting several additional models including the company?s first full-colour device and one running Windows CE.

I don?t own any Psion devices any more but I do remember them fondly. With my Organiser II was able to keep a diary and planner, organise all my contacts and carry them with me and more. The Series 3 and Series 5 allowed me more control over my life with mobile spreadsheets and word processing documents. I was able to do financial planning and more on the move. So when you use your smartphone or tablet today, think back to how it all began with one small British innovator.

Google admits sensitive email accounts have been hacked, some users knew months ago (update: US says no government accounts compromised)

The Contagio security blog posted evidence back in February of targeted attacks against government and military officials on Gmail. Today, nearly four months later, Google has finally admitted this is true: hundreds of personal accounts have been compromised by hackers it believes to be working out of Jinan, the capital of China's Shandong province. The accounts include those of "senior U.S. government officials, Chinese political activists, officials in several Asian countries (predominantly South Korea), military personnel and journalists." The hijackers' aim appears to have been to spy on their targets using Google's automatic forwarding function. But unlike the PSN fiasco, Google insists its internal systems "have not been affected." Instead it seems the hackers used a phishing scam, possibly directing users to a spoof Gmail website before requesting their credentials. Google says its own "abuse detection systems" disrupted the campaign -- but in a footnote right down at the bottom of their official blog page they also credit Contagio and user reports.

Update: And in comes China's response, courtesy of Foreign Ministry spokesman, Hong Lei. "Allegations that the Chinese government supports hacking activities are completely unfounded and made with ulterior motives." Ok then, that settles that.

Update 2: And the saga continues... According to an AP story published earlier today, the Obama administration has stated that the FBI is looking into allegations that hackers broke into Google's email system, but denied that any official government accounts were compromised. A White House spokesman went on to say that government employees are free to use Gmail for personal purposes, and can not be sure who in the administration might have been affected by the attack. Let's just hope they know how to leave the sensitive stuff at the office.
